답)안녕하십니까? 국민연금 국제협력팀 김문석입니다.한국과 필리핀은 현재 사회보장협정은 현재 진행형이므로 구체적인 내용을 안내드릴 수 없는 상황입니다. 향후 협정 내용이 변경될 수 있는 가능성이 있기 때문입니다. 양국 협정 진행 상황은 현재 실무회담을 모두 마친 상태이며 양국 국회의 비준절차만 남아 있는 상태입니다. 한국의 경우 국회 비준을 끝낸 상태이며 필리핀 의회에서는 아직 법안이 통과되지 않고 있습니다. 필리핀의 정치적 상황으로 볼 때 조만간 통화되기 힘들 것으로 보여집니다.또한 양국 협정은 양국 의회를 통과하고 나서도 3개월이 지나야 발효가 됩니다. 아직 필리핀측 의회에서 통화되지 못했으므로 2009년부터 필리핀 근로자의 연금수급권이 변경된다는 내용은 사실과 다릅니다. 그리고, 어떠한 경우에도 국민연금 납부금액을 필리핀 정부가 지급하는 일은 절대 있을 수 없슴을 알려드립니다. 한국에 납부한 국민연금액은 국민연금공단에서 직접 가입자에게 지급함을 알려드립니다.
A)How are you? I am Kim munseok in the international cooperation part of the National Pension(T.02-224-1084). I can't inform details because society guarantee agreement between Korea and Philippine is going on. As it is possible to change agreement details from now on.
The progress of agreement between two countries is that the working-level talk was finished and ratification of the two country's Assemblies remains. The Korean Assembly ratified but the law didn't pass the Philippine Assembly yet. It is hard to pass as soon as possible under Philippine political conditions.
And It is coming to effect after 3 months since agreement between two countries pass Assemblies. Because this law didn't pass the Philippine Assembly, it isn't true to change acceptance right of pension of the Philippine workers since 2009.
And, it never be given the National Pension money by the Philippine government. The money which they pay the Korean National Pension will be given the member by the Korean National Pension Corporation directly.
